Jersey: The £250,000-a-Year Club
No lump sum, no fund, no bond — the Channel Island's 2(1)(e) regime asks instead for a permanent fiscal relationship, and since April 2026 has added a second door for the merely very successful.
The context
Jersey's High Value Residency is the anti-golden-visa: in operation since the mid-1970s, it has approved barely 300 residents in half a century, and it sells not a document but a relationship. The Chief Minister may grant Entitled residential status under the Control of Housing and Work Law where satisfied that admission carries social or economic benefit — a discretion exercised against explicit financial tests and an unwritten cultural one. High Value Residents contributed £24 million in tax in 2021 alone, some 4.7% of all personal income tax on the island; the programme is a fiscal instrument first, a migration channel second.
The island's proposition rests on eight centuries of jurisdictional continuity as a Crown Dependency: British without being in the UK, inside the Common Travel Area, outside its tax system, with English-language common law, a deep finance industry, and fourteen-minute commutes.
Programme mechanics
Applicants must demonstrate personal wealth above £10 million (excluding the primary residence and reasonable liquidity), comfortable and sustainable worldwide income exceeding £1.25 million a year, and a committed minimum annual tax contribution of £250,000 — a floor raised from £145,000 in earlier eras and applied to applications since 14 July 2023. The reward is a capped tax architecture: 20% on the first £1.25 million of worldwide income, 1% above it, with Jersey-source property income at 20%, and no capital gains, wealth or inheritance taxes. Mandatory independent taxation for married couples, including HVRs, took effect from the 2026 year of assessment. Housing expectations are explicit — typically £3.5 million minimum for a house, £1.75 million for an apartment — and the application file includes character and business references, a personal letter, and evidence of the identifiable benefit to Jersey: philanthropy, board service, local business activity. Six years of residence opens the road to British citizenship.
The April 2026 innovation is the Skilled High Earner route: entrepreneurs, consultants and senior professionals who establish a Jersey business, work in it more than 25 hours a week, and maintain at least £250,000 of Jersey-taxable annual income for up to ten years may relocate without the £10 million wealth test — though without the HVR tax cap, and, critically, with no later conversion to HVR permitted.

Strategic analysis
Against the post-non-dom United Kingdom, Jersey's arithmetic is stark: a guaranteed £250,000 annual liability against an effective rate that falls toward 6–8% for eight-figure incomes, inside a jurisdiction whose privacy, security and proximity to London are the actual product. The constraint is supply — qualifying housing stock is finite, approvals are discretionary, and the island polices its own social fabric with a care that no statute fully captures. The Skilled High Earner route changes the demography more than the economics: Jersey is now open to the founder class, not only the exited one.
Startup & Entrepreneur Route
Jersey's April 2026 Skilled High Earner route is, in effect, the island's founder visa: establish a Jersey business, work in it more than 25 hours a week, sustain £250,000 of Jersey-taxable annual income, and residential status follows for up to ten years — no £10 million wealth test, ordinary 20% tax rather than the HVR cap, and no later conversion to HVR. Beneath it, the Control of Housing and Work Law licenses businesses that create local employment or fill strategic gaps — Digital Jersey's sponsorship materially improves fintech and digital files.
The economics select for a specific founder: profitable, service-based, personally remunerated at scale — fund management, advisory, digital services — rather than pre-revenue ventures burning capital. Jersey has priced its startup door the way it prices everything: in tax actually paid.

He departed London ahead of the latest tightening of the former non-dom regime; his application emphasised charitable governance and two non-executive roles on island boards as the identifiable benefit the guidelines demand. Approval came in under three months — among Europe's fastest HNW processes — followed by a St Brelade farmhouse at £6.2 million. On roughly £4 million of annual income his effective Jersey rate now runs near 8%, against the £250,000 committed floor; the independent-taxation rules from 2026 required restructuring how his wife's investment income is declared.

Post-exit liquidity of £30 million satisfied the wealth test easily, but her income streams were too irregular for comfort under the £1.25 million sustainability requirement. Rather than force the HVR file, she restructured into a dividend programme over eighteen months — then took the new Skilled High Earner route instead for her venture studio, accepting standard tax rates in exchange for immediate relocation and her children's British schooling. Her advisers flagged the one-way door: having entered as a Skilled High Earner, she cannot later convert to HVR, a trade-off she accepted knowingly.
