MIDDLE EAST · PREMIUM RESIDENCY
Saudi Arabia: Seven Doors Into the Kingdom
From a SAR 100,000 annual permit to direct permanent residency for job-creating investors — and, since January 2026, a property route supercharged by the new foreign-ownership law in Riyadh and Jeddah.
The context
Premium Residency — Saudi Arabia's sponsor-free long-term status, created in 2019 and expanded into a product family in January 2024 — has drawn over 40,000 applications and now anchors Vision 2030's talent strategy. Advisers report enquiry growth above 80% year on year as HNW attention widens beyond the UAE.
Programme mechanics
Seven tracks. Contribution routes: SAR 100,000 a year for limited-duration residency, or a one-time SAR 800,000 (≈US$215,000) for unlimited duration. Investor Residency: SAR 7 million of licensed investment plus ten Saudi jobs within two years, yielding direct permanent status.
Entrepreneur Residency: SAR 400,000 of accredited funding with 20% equity (Category 1), or SAR 15 million with 10% equity and staged jobs targets (Category 2).
Real Estate Owner Residency: mortgage-free, developed residential property of SAR 4 million (≈US$1.07m), appraised by Taqeem-accredited valuers — transformed by the January 2026 ownership law opening direct foreign purchase in Riyadh and Jeddah, with the Saudi Properties platform as mandatory gateway, fines to SAR 10 million for violations, and a transfer fee of up to 5% on disposals. Special Talent and Gifted categories admit executives, clinicians, scientists, athletes and artists on credentials.

PROGRAMME AT A GLANCE — JULY 2026
PERMANENT (FEE) : SAR 800,000 one-time
PROPERTY ROUTE : SAR 4m residential
INVESTOR ROUTE : SAR 7m + 10 jobs
CITIZENSHIP : Not offered
Strategic analysis
All tracks carry family inclusion (spouse, children under 25, parents), full mobility, business and property rights, and exemption from expatriate levies. January 2026 reports indicate a UHNW track (US$30m+ net worth) and a Red Sea superyacht pathway under design. Premium Residency does not lead to citizenship — and that honesty is part of its architecture: access to Vision 2030's economy, priced with unusual clarity.
Startup & Entrepreneur Route
The Entrepreneur Residency is the Gulf's most explicitly venture-shaped instrument. Category 1: a SAR 400,000 funding round from an entity accredited by the Premium Residency Center, a recommendation letter from that investor, and at least 20% founder equity — a five-year permit, renewable once, with permanence available after 30 months' presence across five years. Category 2: a SAR 15 million round with at least 10% equity and ten jobs created in each of the first two years — permanent residency direct, conditional on the hiring. Founders in either category may nominate two staff for Special
Talent residency, exempt from its usual criteria — in effect, visa equity for the core team.
Around the visa sits the machinery: a MISA entrepreneur licence, Monsha'at's SME programmes, sovereign-anchored funds (SVC, Jada) seeding the accredited-investor layer, and 2026's whitelisting regime — over 1,000 government entities and 3,400 private firms approved to sponsor talent-track applications. The Kingdom's wager is that residency which vests like founder stock will out-recruit residency that merely rents.
INVESTOR CASES — ANONYMISED COMPOSITE PROFILES
The Karachi construction-group chairman, 56
Thirty years of Gulf contracting under sponsors ended with a single SAR 800,000 payment: unlimited Premium Residency, no kafeel, parents and youngest son included. He has since taken a SAR 4.2m Riyadh villa under the new ownership law — registered through the Saudi Properties platform — converting three decades of tenancy into title, and treats the residency's expatriate-levy exemption as an annuity that repays the fee within six years.
The London healthtech founder, 38
Entered on Entrepreneur Category 1: a SAR 400,000 round from an accredited Saudi venture entity, 20% founder equity retained, and the right to nominate two staff for Special Talent residency — the clause that moved her CTO to Riyadh. Her Series A now targets the SAR 15 million second category, whose jobs-linked permanent residency she describes as the only golden visa she knows that vests like founder stock.
