On the eve of its fortieth anniversary and on the occasion of its thirty-sixth annual sessionin the midst of the most serious political, security, health, economic and financialcrisis, questions are increasingly being asked about the legitimacy of governancethe legitimacy of governance and the appropriateness of many policies.
