Requirements

Investment Options
1. The Government Fund option (non-refundable) Minimum to be invested:
• USD 100,000 for a single applicant
• USD 175,000 for applicant accompanied by a spouse
• USD 175,000 for applicant accompanied by up to two children under 18 years old
• USD 200,000 for applicant accompanied by a spouse and two children under 18
years old
• Add USD 50,000 for each additional dependent of the main applicant other than
a spouse 2. The Real Estate option (saleable after 3 years) Purchase authorised
real estate with a minimum value of USD 200,000, which must be held for at least
three years. In addition to the cost of the real-estate the following additional
government fees apply:
• Main applicant: USD 50,000
• Spouse: USD 25,000
• Dependent under 18: USD 20,000
• Dependant aged 18-25: USD 50,000
Process (3-4 months)
• Prepare all the documents required and submit them via an authorised agent, and
pay due diligence fees
• After approval, every applicant must sign an oath of allegiance in front of a Notary
Public, Justice of Peace or Commissioner of Oaths
• Obtain the passport after the citizenship confirmation

The Provincial Nominee Program (PNP) gives every province and territory of Canada the power to
invite applicants to come and live in their borders if they have the right skills and work experience. Most of the PNPs have at least one entrepreneur or investor visa category dedicated to people who want to who would like to expand or start their business in Canada. THE BRITISH COLUMBIA PROVINCIAL NOMINEE PROGRAM (BC PNP)
British Columbia continues to operate entrepreneur immigration through the BC PNP Entrepreneur Immigration – Base Stream and the Entrepreneur Immigration – Regional Stream. Under the Base Stream, applicants must have a minimum personal net worth of CA$600,000, make an eligible personal investment of at least CA$200,000, hold at least 33.33% ownership, and create at least one new full-time equivalent job for a Canadian citizen or permanent resident.
The experience requirement remains at least 3 years as a business owner-manager, or 4 years as a senior manager, or 1 year as a business owner-manager plus 2 years as a senior manager. Applicants must submit a business proposal, sign a performance agreement, and receive a work-permit support letter to establish the business in British Columbia.
Nomination for permanent residence is granted only after the applicant has implemented the business proposal and met the terms of the performance agreement. The old reference to a CA$400,000 investment for a Key Staff Member should be removed from the standard entrepreneur text, because Key Staff belongs to BC’s separate Strategic Projects pathway for foreign corporations, not to the regular entrepreneur stream.
NEW BRUNSWICK PNP
New Brunswick’s previous Entrepreneurial Stream wording is no longer current. As of April 2026, the province operates the New Brunswick Business Immigration Stream. This stream targets qualified foreign entrepreneurs who wish to own and actively manage a business that contributes to New Brunswick’s economy.
Current public criteria include a minimum language level of CLB 4, a minimum education level of high school, personal net worth of at least CA$500,000 for general business applicants (CA$300,000 for farming applicants), a business plan with at least CA$150,000 in eligible investments, creation of at least one full-time job, and a minimum score of 65 points.
Applicants must intend to live permanently in New Brunswick while actively managing the business. The older wording using CA$600,000 net worth and CA$125,000 investment should therefore be replaced.
NOVA SCOTIA
Nova Scotia continues to operate an Entrepreneur Stream for experienced business owners and senior business managers who want to live permanently in the province and actively manage a Nova Scotia business. Applications are by invitation only. As of April 2026, the stream requires applicants to be at least 21 years old, have a minimum net worth of CA$600,000 if the business is in Halifax Regional Municipality (HRM) or CA$400,000 if outside HRM, and make a minimum personal investment of CA$150,000 in HRM or CA$100,000 outside HRM.
The applicant must own at least one-third of the business and have either at least 3 years of business ownership experience or more than 5 years of senior management experience. Minimum language is CLB 5 or NCLC 5. After operating the business for at least one year and meeting the stream requirements, the entrepreneur may be nominated for permanent residence. Nova Scotia also modernized the NSNP on February 18, 2026, consolidating its former streams into four main streams; the former International Graduate Entrepreneur pathway now sits under the entrepreneur structure rather than as a separate main stream.
ONTARIO IMMIGRANT NOMINEE PROGRAM
Ontario’s old Entrepreneur Stream paragraph should not be presented as current April 2026 program criteria. Ontario’s current OINP Streams page lists 9 streams and does not list an Entrepreneur Stream among the active streams. Ontario’s public invitation history also shows 0 Entrepreneur Stream invitations during the period June 3, 2024 to June 3, 2025. At the same time, Ontario reported 91 Entrepreneur Stream nominations in 2024, which suggests legacy processing continued for some files. The correct publisher-ready position for April 2026 is therefore: do not use the old GTA-based net worth and investment thresholds as current active Ontario criteria.
FEDERAL START-UP VISA PROGRAM
At the federal level, the Start-Up Visa Program should also be updated. As of January 1, 2026, the program is paused. Canada stopped accepting new commitment certificates from designated organizations after December 31, 2025. Only applicants who already hold a valid 2025 commitment certificate may still apply, and they must submit their permanent residence application by June 30, 2026. As a result, the Start-Up Visa should not be described in April 2026 as an open, ongoing federal entrepreneur route for new applicants.
PRINCE EDWARD ISLAND PNP
Prince Edward Island no longer operates the old 100% Ownership Stream and Partial Ownership Stream. As of April 2026, PEI’s business immigration pathway is the Work Permit Stream.
This stream is intended for foreign nationals with business ownership or extensive management experience who want to move to Prince Edward Island, establish and run a business, and later seek permanent residence.
Current eligibility includes a minimum verifiable personal net worth of CA$600,000, minimum education of secondary school equivalent, age 21 to 59, minimum language of CLB/NCLC 4, and an intention to live and work in PEI while providing day-to-day active and ongoing management of the business.
After approval, the applicant receives provincial support for a work permit, must fulfill the terms of the performance agreement, invest at least CA$150,000 into the business within 12 months of landing in PEI, and operate the business for at least 12 consecutive months before nomination can be issued. The old refundable deposit and partial-ownership wording is no longer current.
SASKATCHEWAN
Saskatchewan’s previous entrepreneur paragraph is no longer current. The province permanently closed all Entrepreneur and Farm immigration pathways effective March 27, 2025. As a result, no new applications are accepted, no new Expressions of Interest are considered, and no further invitations to apply are issued under those pathways. For April 2026, the old SINP entrepreneur thresholds should therefore be removed entirely.
