15 Jordan: Citizenship Priced in Jobs, Not Cheques

Amman's July 2025 restructuring stripped out the passive bond and deposit routes. What remains is a programme that trades nationality for employment — capped at 500 approvals a year.

The context

Jordan's citizenship-by-investment framework has always been a creature of regional geography: a stable Hashemite kingdom ringed by states in crisis, offering a durable Arab nationality to investors whose own documents had become liabilities. The Cabinet decision of 2 July 2025, formalised through the Ministry of Investment, restructured the offer fundamentally — phasing out the passive routes (the JOD 1 million treasury-bond hold and the Central Bank deposit) in favour of active business investment, share purchase and, above all, verified job creation. The criteria are reviewed every six months and capped at 500 approvals annually, with priority to early applicants.

The political economy is explicit. With unemployment stubbornly high and public finances strained, Amman has decided that nationality should purchase Jordanian payrolls, not Jordanian paper. UNCTAD's Investment Policy Monitor recorded the reform as a deliberate incentive realignment: citizenship for those who employ, five-year residency for those who merely buy property (JOD 200,000 minimum from licensed developers).

Programme mechanics

The active routes as they stand in 2026: purchase of JOD 1 million (≈US$1.4m) in new shares of Jordanian public companies through licensed brokers, spread across at least five companies with no more than 20% in any one, completed within four months of Ministry approval; establishment of a new productive project with paid-in capital of JOD 700,000 creating 20 Jordanian jobs inside Amman, or JOD 500,000 and 10 jobs outside the capital, verified through Social Security Corporation records at a 90% monthly compliance rate over three years; a JOD 3 million specialist route in pharmaceutical warehousing, medical equipment and food logistics employing registered pharmacists; and direct large-scale employment — 150 Jordanians in Amman or 100 elsewhere, maintained for two further years after grant.

Successful project investors typically receive a three-year temporary passport first, with full citizenship recommended upon sustained compliance. There is no residency requirement at any stage, and family inclusion extends to spouse, children and parents, with wider eligibility at larger investment levels.

Strategic analysis

Jordan's passport reaches roughly 50–80 destinations depending on the index — modest — but carries E-2 treaty access to the United States and, more importantly for its core clientele, a legal identity of last resort in a region where identities fail. The unresolved question is dual nationality: Jordanian law formally requires notification of foreign citizenships and does not straightforwardly permit them, yet enforcement is inconsistent and the programme itself is built for investors who already hold other passports. Case-specific counsel is not optional here; it is the application's foundation.

 

Startup & Entrepreneur Route

Jordan folds entrepreneurship into the citizenship framework itself: the productive-project routes — JOD 700,000 with 20 Jordanian jobs in Amman, JOD 500,000 with 10 outside it — are founder instruments, with the Social Security Corporation's monthly registers as the cap table that matters. Below citizenship level, the Ministry of Investment issues investor residency to project owners without minimum-capital rigidity, and the ecosystem — Oasis500, the region's oldest accelerator; a deep technical-talent pool; the Jordan Source BPO/IT programme — has produced regional exits since Maktoob's sale to Yahoo seeded the Levant's startup mythology.

The value case is talent arbitrage plus regional insurance: engineering salaries at a fraction of Gulf rates, E-2 treaty optionality, and — for founders from Iraq, Syria or Palestine — a jurisdiction whose stability is the product. The constraint is capital markets; serious rounds are raised in Riyadh, Abu Dhabi or Dubai and deployed in Amman.

He holds the three-year temporary passport, with the full decree expected on sustained compliance; his family's residency runs alongside it.

He chose the JOD 1 million listed-equities route across five Amman Stock Exchange banks and industrials for its liquidity and clean documentation — trading is permitted provided profits are reinvested within thirty days. For a family whose travel documents had never matched its geography across three generations, Jordanian nationality is less an investment than a repair: a durable Arab citizenship, E-2 optionality for his children, and a passport that finally names the region his family is from.
