The context

Morocco does not operate a formally branded "Golden Visa" with a hard-coded statutory investment minimum. Instead, the Kingdom leverages its standard residency framework—the Carte de Séjour—to welcome high-net-worth property owners, retirees, and corporate investors who can demonstrate financial self-sufficiency.

Morocco is highly appealing to European and North American expats. It offers close geographical proximity to Europe (just 14 km across the Strait of Gibraltar), an excellent Mediterranean climate, state-of-the-art high-speed rail network (Al Boraq), and robust asset-protection laws under its modernized Investment Charter.

Programme mechanics

To secure a 1-year renewable Carte de Séjour, foreign nationals apply via the local prefecture (Préfecture de Police). The primary pathways include:

  • The Property Owner Route: Foreigners who buy residential properties (such as apartments, villas, or traditional riads in Medina quarters) can seek residency on this basis. While there is no statutory minimum, local prefectures generally look for a purchase value starting at MAD 1.5 million to MAD 2.0 million (approximately USD 145,000 to USD 195,000). The applicant must show foreign-sourced funds and proof of monthly self-sufficiency.

  • The Investor & Business Route: Foreigners who establish a Moroccan company (such as an S.A.R.L.) can secure residency as business directors.

  • The Retired Expatriate Route: Requires proving a monthly pension of at least MAD 10,000 to 15,000 (USD 975 to USD 1,460), deposited into a Moroccan bank.

Crucial Compliance Step: All property purchases must be funded via foreign currency transferred into a Moroccan bank, generating a Certificat de Change. This guarantees the investor’s right to repatriate both the original capital and any accumulated profits back abroad upon eventual sale.

Taxation is a significant draw: retirees transferring their pensions to Morocco can benefit from up to an 85% deduction on taxable income, and Casablanca Finance City (CFC) offers extensive corporate tax holidays (0% corporate tax for 5 years) for regional headquarters. Naturalization exists but is highly discretionary and typically requires 5 to 10 years of permanent residence and fluent Arabic.

Morocco actively encourages startup migration through company formation, particularly in its primary tourism, tech, and renewable energy sectors. Incorporating an S.A.R.L. in Marrakech, Casablanca, or Tangier allows founders to secure business residency.
