Senegal does not operate a standardized, real-estate-driven "Golden Visa" program. There is no minimum real estate purchase that automatically triggers a residency card. However, Senegal is widely recognized as one of the most politically stable, democratic, and

 

investment-friendly economies in West Africa.

 

Foreigners seeking residency typically leverage investor and business pathways governed by the Investment Code and processed via APIX S.A. (the Agency for Investment Promotion and Major Works). This mechanism allows investors, entrepreneurs, and remote operators to secure a Carte d'Identité d'Étranger (foreign residency card) by contributing directly to the country's rapid development.

 

Programme mechanics

 

To establish legal residency in Senegal beyond a 90-day tourist stay, foreign nationals must apply for a residency permit through the Direction de la Police des Étrangers et des Titres de Voyage (DPETV).

The primary investment tracks include:

  • The APIX Business Investor Route: By registering a Senegalese company (such as an S.A.R.L.) with a minimum share capital of 10,000,000 XOF (approximately USD 16,500) under the Investment Code, foreign investors qualify for significant fiscal and customs incentives, and are granted a fast-tracked path to business residency.

  • The Sole Trader / Merchant Route: Registering as a tradesperson or merchant using a local NINEA import-export card serves as the basis for residency.

The Process: Applicants submit a dossier containing a clean police record from their home country, a local medical certificate, proof of local address, and a repatriation bond (amounting to roughly USD 220 for Western nationals, deposited at the Caisse des Dépôts et des Consignations). The DPETV issues a 6-month temporary receipt (Récépissé), which is renewed until the physical 1-year or multi-year residency card is printed.
